Are Goans Indian or Portuguese?

In an interesting article published in the Goan daily Herald Rhadarao F. Gracias, a practising Goan lawyer, discusses in which circumstances Goans can be considered as Indian or Portuguese nationals. Goa is a unique casen, means Gracias, where those born prior to December 19, 1961 and their descendants are eligible to be Portuguese nationals. In view of the special circumstances under which Goa became part of India, the Indian Citizenship Order 1962 ought to be amended to enable Goans to enjoy the benefits of the Portuguese Nationality Law along with the benefits under Article 5 of the Constitution of India, concludes Gracias.

  1. A questão é muito controversa e mais complexa. É que o estado português também confere o direito à nacionalidade portuguesa a todos os cidadãos nascidos no Estado da Índia entre 1961 e a data em Portugal abdicou da soberania sobre aqueles territórios, o que só aconteceu em Dezembro de 1974.
