Gracias, a practising Goan lawyer, discusses in which circumstances\u00a0Goans can be considered as Indian or Portuguese nationals.\u00a0<span style=\"color: #444444;\">Goa is a unique casen, means Gracias, where those born prior to December 19, 1961 and their descendants are eligible to be Portuguese nationals.
